Why executives stay stuck in tactical work after promotion
Executive overview
Getting promoted to director, VP, or C-suite doesn't automatically shift your day-to-day. Most executives continue doing tactical work because neither they nor their organisation has internalised what the new level actually requires.
There are four levels of value: implementation (doing), unification (managing), communication (directing), and beyond. Promotion changes the title; it doesn't change behaviour unless the distinction is explicit.
The promoted executive who still executes is failing to operate at the level they were hired for.
The four levels of value
- Implementation: individual contributors — doing tasks, checking boxes
- Unification: managing people, projects, processes, policies
- Communication: director level and above — primary function is stakeholder communication, fiscal responsibility, cross-functional leadership

How the hiring process traps leaders
- In early-stage companies, one person covers many roles — normal, but must evolve
- As companies grow, leaders hire and delegate to relieve overload — but then stay in the same role
- The pattern repeats: overwhelmed, hire, delegate, stay put
- Leaders accumulate titles and pay rises without shifting their actual function
- Teams below them absorb more tactical work; people above appear to do nothing strategic
Pigeonholing by expertise
- Being exceptional at a technical skill makes you valuable — and hard to replace
- Without a clear handoff process, the organisation keeps pulling the expert back into execution
- No communication cadence means no way to advocate for transition to strategic work
- The individual ends up carrying tactical implementation indefinitely, even at executive level
